How to report complaint against neighbor

We watched in the cctv footage that a man in his 50s, brings in women for couple of hours. This man is occupying a flat in the building which is on someone else's name but he has got the keys. What to do in such a case? These are powerful people. Where to report safely? Any leads?

You have to understand that offences are categorised as compoundable and non compoundable and in the former, unaffected person like you can not lodge complaint which may be viewed adversly, being in contravention to Law. You further are not entitled to interfere / observe into house of another. However,due to CCtv footage, you can approach law. But you may approach police at your peril due to the above, you may land in problem also since police at the most will contact person( who will then become against you) and police may file NCR and then will take no action since law does not allow police action under NCR. However you may then approach Courts who can innitiate action on NCR. So, weigh your options.
