As you have stated that he is 19 and a half years old, and he is charged under offences against women and criminal intimidation alongwith voluntary causing hurt.
As per his documents he is 17.5 years old but to prove that he is 19.5 years old.
File a suit/application to J J board seeking a medical test to determine his age as per rule 12(3) but you must have some strong evidence that the age in his documents is faulty. Also, make a good reason as to why you are doubting his documented age in the application.

Hello,
There are different ways for proving age of an individual. One can prove the age by producing birth certificate, entry in the school admission registered verified by the author of such entry and by ossification test. However, the result of test is not accurate but approximate.
