Sad to hear, if you have decided to part ways, then you can file divorce on cruelty grounds, to my knowledge and opinion it is not advisable to use legal proceedings as tool to take revenge on in laws, which will be counter productive, and it has been proved time and again. Bail is right and jail is option, so do not bank on these criminal proceedings it will litigate matter further, and will not mitigate issues. List out your issues and act accordingly.
1, file divorce case.
2, Ask for alimony from your husband.
3,Ask to return dowry items back.
Confine the issue between you people and bringing in In laws will have little effect on the case and you have prove all the allegations BEYOND reasonable doubt, and given the police working it will be herculean task, and in the bargaining you will loose lot of money and time.

1. You can approach local police station and file a complaint on 1. dowry also, you can file a complaint on Domestic Violence.
2. There are possibilities they may get anticipatory bail but High Court will order Anticipatory bail based on the contents and trustworthiness of the police complaint.
3. Though they get Anticipatory Bail still they have to come to the court and they are answerable to the court.
