Girlfriend promised to marry now denying to marry

I love a girl very much. I talk with her parents also regarding our marriage. after three years she told to me that you don't have government so I will not merry you. she waste my time. why she cheating with me. when she fall in love she know every thing about me. but after three years why she told me ? you don't have government job. she was breaking my trust two times. one time she was doing breakup with me. again came back to my life. but again breakup relation with me. so I want to punish her legally. any law is there to punish her.. I have lots off proof regarding our relationship
