Definitely police must have to arrest your husband as well as your in laws
But instead of follow up to 498 case you have to file domestic violence case against your in laws for harrassing you mentally and physically as well as for maintenance and for residence

No he will not be arrested till the investigation reveal that allegations are true and he has committed​ the offence recent Supreme court Direction to prevent abuse of 498 A mandate suffice nt evidence to support allegations of harassment for dowery .

after filing of FIR police needs to investigate the matter as their are few guidelines issued by the supreme court prior to arresting the accused. also police will verify your allegations and will try to corroborate it with the accused testimony and then the procedure shall commence
