Filed a case against a person threatening me no action taken by police

Hello Sir/Madam, i had filed an mecr against a person who is a threat to my life. Police has not arrested him , my question is why he is not arrested? please tell what best can be done? i suspect that the I.O has connived with the accused. My statement was NOT taken as per my wordings by the IO. plz guide me at the earliest.
If it is NC then it has to be converted to FIR first and then the action can be initiated.
If it is an FIR then try meeting supirior officer for initiating an action ir you can approach court.
But brfore that be sure about what section are mentioned in Complaint
