Drinking in public place & causing nuisance

Sir, I stay at a dead end road & some miscreants consume alcohol daily & start shouting loudely using foul & filthy language. Residents are scared to complain to police as they may create trouble to us. Even at midnight they keep shouting. Request you to let me know how to tackle this issue.
Meet the inspector of police report your predicament to him and inform him that you are not in the position to lodge a report about the nuisance you are suffering. Also inform orally that neighbouring persons are scared about the behaviour of the miscreants.
