Distorted naked picture. Please tell me how to proceed ?

Can a common person file case in high court? I had picnic with my batch mate last year. While changing dress after a bath, my towel dropped and some one from our group captured naked picture. Now he is distributing that photo in every possible way. Firstly he gave the photo in a university campus, then he distributed the photo in my hometown. And Now I hav shifted to other campus for my PhD work. The same photo again distributed to my new campus. I have been kicked out from my home and my PhD guide has also rejected me. My basis human rights are violated for this photo. I am 28 years old male. I have an avg size penis. Due to a life threatening operation in my childhood, my penis look small in flacid state. I became ill due to stess in my life. I am in contact with lots of doc including psychiatrist. What should I do now? Can I file criminal defamation case in the high court?
