Developer sold land not having ownership what action can I take

I purchased an agriculture land plot from a developer by paying entire amount in cheque. When I followed up for mutation, it was learnt that the 80% of my plot was in a khasra having different owner and not developer. When I pointed out, he promised to give another plot, but delaying for last 6 years. Now I am not much interested in taking legal action against him. What are possible legal actions apart from 1. FIR u/s 420, 2. consumer forum 3. civil court any other action possible? can his developer licence be cancelled for cheating??

You can file a criminal case of cheating and fraud against the real estate agent for selling the property which he did have right to sell. You can also file a case in consumer court and claim for compensastion from the agent.
