Court orders for investigation of non cognizable crime to police

Please can you advice me, if the police do not investigate a NC crime for cheating forgery and breach of trust, then do the victim have to take orders from the court to have it investigated by the police, or do the police take the orders themselves from the court as a approval to investigate a NC crime

You can file a private complain for the same and court will order for enquiry u/s 202 cr. P.c. And then I a court think fit then court will take action and 2nd way is that you can file application u/s 156(3) of cr. P.c for FIR registration
