Cheating by uncle not returning father's money no action taken

My father retired 3 years ago and my uncle somehow took 7 lakh 40 thousand rupees from my father for construction of his house and told my father that he would return it afterwards but later he denied and in 2015 we filed a case against him.He never appeared in court during hearing. Bailable warrants have been issued and non bailable warrant has too been issued against him as of now but no action is yet taken against him by police and he says to us that we won't be able to do anything and he will not give even a single rupee. We suspect that probably he pay bribes to police and hence no action is taken against him. So, sir what can we do in this case? Waiting for your reply, I would be highly thankful to you.
