Can police arrest on fir only witout warrant

I have filed a civil case agaist my custmer in civil court ghaziabad 5 months ago for non payment of flat and forfiet the advance as per unregisterd sale aggrmntsale cluses the period for payment has passed , and my custmer present in the court in three hearings.but know he complaints in police station that i m cheated him and threatning him and police registerd an fir agaist me witout enquiring me,Can police arrest In sec 420 ,406 ,520 only basis on FIR or they issue a warrant first .they call me and force to come to police staion.i think police is influenced by my custmer,suggest me what i should do first?
Very first you should get the First Information Report from concern court there because you have stated that First Information Report has been registered against you under section 420,406 and 520 that is wrong get it and total facts tell.
