with regard to your query FIR u/s 420 , 468 , 34 has been filed against 5 persons at a P.s. in outer delhi but the accused persons have paid money to the local police and the police is not taking any action on the FIR . plesae suggest what action can be taken to force police to Arrest the accused

Lodging of complaint with police does not amount to FIR per se. Has an FIR been registered actually.
Further, lodging of FIR does not ensure arrest of persons named. They may be arrested and released on bail by police. The investigation process comes into end when a chargesheet is filed in Court within 90 days.
Ifnthe police fails to file charge sheet you may file ampetition in Court under Section 156 Criminal Procedure Code requesting Magistrate to direct police to file FIR

Yes a complainant can force police to arrest the accused under these laws. Sec 420 and 468 both are cognizable offence. A police do not need to have a warrant for arresting accused.

If u have any proof that the police officer has taken a bribe. Then you can make a written complaiant to the ACMM in your district court.
