Brother arrested for throwing stones at a woman what can we do

My brother throw a stone to 42 years women, she got bleeding. in police station they are telling this is section 354 non bailable. is it true? what is the punishment for this offence

According to new amended law in ipc section 354 which was a bailable offence an accused got bails from the police station but now 354 is sub divided into 354a, 354b , 354c , 354d all are non bailable offence , and difficult to get bail if you get the bail and after trial if you will be convicted then you will be put behind the bar for at least 1 to 3 years.
