Accused in criminal case can I opt for civil service exam

Dear sir, One of my friend is having pending criminal case . He was caught in sex racket . And was in jail for 2 month after he got bail and the case is still running and pending ......my question is can he appear fir civil services and may selected also in this exam .. or his hard work will be wasted..
Pendency of criminal proceedings does not bars you from getting a government job, but you have to disclose the same on affidavit to your appointing authority, if they ask for. There are Lacuna of judgment of Supreme Court and various High Courts which will support you.
