Fake flexi kitty bills approval by company what to do

My company is approving all fake flexi kitty bills. 99% of employees submitting the fake bills. Only few were caught and they have been put penalty by holding their bonus. Even though the employees who caught requesting to check all employee bills they are encourging to do the same. Where I can complaint about the same.
Flexible Benefits Plan is there in companies to make sure that the employees are benefitted and get a tax break on things that they spend money on. That does not mean that submission of fake bills should be encouraged. You are looking at a social cause and you can complain to the Registrar of Companies and Income Tax Department

You can give compliment to the jurisdictional police station for the same. You may be liable to pay use penalty for same to the government once if you caught. Further you may be very cautious while approving those type of bills.
