College not giving certificates what to do

Respected sir, my name is sudheer I joined a college through ecet now I want to leave my college because of my health problems but college can't give by certificates and asking for 3 years fees I don't have money sir please help me by giving an answer
rendition of the fees without studies in not valid under law so you can primarily issue a notice to the college through a counsel and you can approach a appropriate court for return of the original certificates
