Approvals For Issuance of Offline Discount Coupons Affiliate Marketing

We need some legal guidance on issuance and distribution of "Discount" coupons (offline) through affiliate marketing programs. We would tie-up with local businesses (who offer discounts on their goods and services), publish and distribute discount coupons on their behalf. We won't be dealing with "Gift" coupons. Kindly let us know whether we need to acquire publishing license from the "Office of the Registrar of Newspapers for India" or any approvals from the RBI. We understand that Discount coupons don't come under the purview of the RBI. Please clarify. S G Shet
To specify the permission from RNI or permission from RBI is not any way concern about the issue of discount coupons by any authority or institution. Both authority were dealing with different financial aspect.

I you are going to publish such coupons in local newspapers magazines etc there is no need to acquire any publishing license but if you are going to print them yourself then it depends as to how and on what you are going to print them if you want your own magazine or newspaper then you must have a license otherwise if you are just printing them on leaflets etc then no need for license. and i do not think there is any need for permission from RBI.
