My sister doing post bsc in bangalore, now she finished her course, today she went to college for collecting her certificates, she got every certificates except TC, and college is asking 3000 rupees for giving TC certificate. whether i tell her to pay 3000 for it or not? is there is any thing else?
You just check with the college's policy or terms and conditions or procedures to take the TC whether any fee is imposed if they are asking means tell them to show the policy which says that the student has to pay fee to take the TC . If they fail to show and merely asking to pay means complaint about the same to higher authorities of education department and even to ministry of the concerned department by complaining about the same.

It depends on the college and if you feel its unfair then file a police complaint that it is cheating or you can send a legal notice to the college that it is unfair. or you can talk to the college authorities about the unfair practices.
