Want to publish book of interesting facts from other sources.

My dad has an exclusive hobby of collecting interesting facts and articles published in news papers and other periodicals. This is interesting for all sections (Kids, Elders, etc) and has been appreciated by many for his dedication, hard work and commitment. Hence a in order to get the book published with these collections what is the process that we should go through?
Overall it not possible to print such collection for commercial gains.
Basic laws of reprinting:
1) No permission required to reprint if limitation provided by this proviso allows: Lifetime of the author + sixty years from the beginning of the calendar year next following the year in which the author dies.
2) Excerpts can be printed with proper citations.
3) With express permission of the original author.
4) Other exceptions as mentioned under section 52 of copyrights Act 1957 i.e. research, educational purposes,criticsm etc
There are few other exceptions like “fair use”, compulsory licensing etc.Then there other legal issues too which needs case to case understanding.
