Can I hold a lecture in a memory of someone

Suppose, I wish to start a competition or a lecture series in the memory of a person, a judge who passed away. Am I allowed to do so without anyone's consent or approval? Am I allowed to start any lecture in the memory of aJustice like a Memorial Lecture? What are the two scenarios, even if I earn profit or do not earn profit? Thank you!

You shall be needing an NOC from legal heirs of the deceased person. Even in case you are conducting lectures on non profit basis, but still written permission shall be needed from legal heirs in order to avoid future legal complications.
