XRBIA WARAI project Builder not refunding premium amount

XRBIA WARAI PROJECT I paid premium amount of approx 1.5 lacs for terrace facing garden and open view from bedroom of my flat as per layout at time of booking . tInhey changed layout and after construction my bedroom faces wall of bldg and no garden in front of terrace . Still they are charging me premium amount..can i file a case against them ?
