What is the jurisdiction to file a consumer complaint

can i file the case in consumer court of that city from where i have not bought the product i.e as i have bought my laptop from bareilly and i have been transferred to aligarh so can i file the case in consumer court for my computer in aligarh.
Case aap kahi bhi dal sakte hai. Jaha aap rah rahe ho.ya jaha se aap ne koi bhi product kharida hai. Ya jaha ke aap mul niwasi ho.case dalne ke liye aap ke pass sabhi case se related paper hona chiye
