Consumer complaint can be filed in any of the following courts:

District Consumer Disputes Redressal Forum (DCDRF)
State Consumer Disputes Redressal Commission (SCDRC)
National Conumer Disputes Redressal Commission (NCDRC)

The choice of court will depend on the amount of transaction and relief you seek and the location where the cause of action arises.

If transaction and relief is Rs. 20 Lakhs or below, case is filed in DCDRF
If amount is more than Rs. 20 Lakhs but below Rs. 1 Crore, case is filed in SCDRC
If amount is Rs. 1 Crore and above, case is filed at NCDRC

The case is filed in the city / state where the Opposite Party resides, has registered office, branch, or works for gain.

Look, the question as asked by you is extremely open-ended. It is exceedingly difficult to answer it properly given its limitations. I suggest you be a bit more specific with your query. However, consumer complaint against Parle can be filed in district forum, state commission and national commission depending upon the amount or damages claimed.

One of the pre-requisites of filing a consumer compliant against any company in view of defective product/ services rendered by them, is that a legal notice must have been served upon them, giving them due notice of such defective products/ services and an opportunity to them to rectify such defects. Despite having being served with such legal notice and an opportunity to them, if they fail to rectify the defects, a consumer complaint may be made by the complainant at the District, State or National commission depending upon the pecuniary jurisdiction i.e. total value of goods or services and the compensation claimed. This complaint will be filed in 3 sets at the District or State Commission accompanied by such fee as is prescribed under the Consumer Protection Rules after which it will be scrutinized by the Forum and admitted or rejected and notice to the opposite party will be given to present his case. Once this complaint is admitted, legal proceedings under the Consumer Protection Act will be deemed to be initiated. Yes you can file a against parle in consumer forum if there is any deficiency in service. Please discuss full details of your problem to know exact relief. Because you will have to prove it in court though you may demand litigation cost and compensation for mental agony with actual loss suffered by you

Dear Sir,

The process is to draft a complaint first which explain the facts, the cause of action and relief and file it before the forum which has territorial as well as pecuniary jurisdiction over the matter.

The complaint should be filled in three copies with the required court fee which would depend upon your claim amount.

It is recommended to hire the services of an advocate in doing so bit if you wish to pursue it on your own the same is allowed by the consumer protection but make sure that your complaint is well drafted.
