The Broker / Owner is asking for a NOC charge What to do

I am buying a Resale flat in Pune. The Broker / Owner is asking for a NOC charge that needs tobe paid to the Builder (AS society is not yet formed). That too the charge is heavy coming to 1Lac. I read few articles thats illegal. Hence want to confirm
what about they required NOC.
NOC is necessary for execution of sale deed. municipal corporation as per square meters rate.
but this requirement is fulfilled by vendor not a purchAser
vendor have clear the said property document which requires by buyer/purchAser.
they are wrongly demand money by way of NOC .
this is not ur job.
