Shopkeeper in my locality does not have licence can It be closed

There is one shop located in my locality and she is very rude with the customers even she use to sell things at a higher price with its actual cost and she dont have the food license even and I just want to get her shop close but at what ground I make her shop close
If she does not have food license then you can take action and lodge a complaint with the MCD or the local police thereby informing them that she is operating without food license
