You can file a complaint in Consumer Forum only if you have the invoice of that. However, in court they demand evidence for the same. But in your case, it's toffee where hardly any shopkeeper gives any bill for such product. So you can contact me I can help you with the same in the Forum.

You can sue anyone you want under the sun as per your wimps and fancies and if you have that much time money and energy to spare. But the litigant has be a reasonable person with a reasonable demand and has to show that an injury has been cause to it by the act of the other person. A demand such as yours will not be entertained by any reasonable judge.
However in the legal sense for your case to survive it needs to be supported by evidence and for getting compensation you need to prove that an actual loss has been suffered by you.
You need to show that the toffee packet has been empty from the date of manufacture and has not been taken out in between and even if you are able to prove your case you will get a toffee in return as compensation and if the same is available to you and you are prepared to spend thousands of rupees for a single toffee you can sue the company.
If such a complaint is presented to a reasonable judge he might even get annoyed after seeing such a case and fine the consumer for wasting the time of the court.
