Return of original certificate by college

I took admission in satyam college of engineering and technology in kanyakumari.They did not provide any regular classes so I complaint it with the PMs grievance cell.On january 25 anna university called me for a discussion with college authorities at that time they promised (only verbal in front of student affairs director)that if i discontinue the course they will return the certificate without further fees .I went to the college but they did not return my certificate they said that it needs the signature from the chairman,but the chairman is always absent in the college .Some staff in the college harassing me. Please help me sir
firstly, we can sent a lawyer notice by demanding for your certificate.
in case, if they are not ready to handover the same , then we can file a consumer case before the Consumer Disputes Redressal Forum to get certificate back and for compensation.

Dear Client,
I think it will be better to file a consumer complainant before Consumer Disputes Redressal Forum of your area along with the details regarding your complaint with the grievance cell of the University. You can also ask for the refund of fees on account of no proper classes which amounts to deficiency of service, compensation for year loss if any, mental agony because of the lack of proper classes along with a request to return the certificates and compensation for year loss too.
