Regarding mental harassment by teacher in college

Sir,
i am studying in a central govt. university of nainital. i am in M.pharma 2nd year. i have a guide ( my project teacher) who is saying that he will not award degree to me as i have not met him from a month due to some reason. i was going to college but as attendance register was with him i have not marked my attendance. Now he is saying that he will stop my degree. I am a good student i have got good marks last year. i am also doing my project sincerely.
no one is supporting me in university.
sir please tell me the available options for me. can i file a case in consumer court.
Madam as you are not the consumer in this case so question of filing the case in consumer forum doesnt arise. Secondly I could not get the meaning when you say that you are not meeting him since one month so he is not marking your attendance and wont give you the degree. So kindly explain me this meeting part of your problem as I need to understand that whether that meeting has elements of sexual harrasment or is it only mental. Thirdly immediately file a complaint addressed to the head of university. As per supreme court orders every university now has a body who will deal with such women issues. You cannot approach any court without writing any representation to the university as it is considered to be an appropriate forum. Kindly meet me if necessary for further queries. Regards

For this issue you cant move to consumer court because you dont have any document of your support to prove your stand. You can write a latte to head of Department and to v.c if still no action is taken by them then you can move to high court.
