Professional photographer not giving my videos and photos what to do

I gave my marriage photos and video contract to one photographer 2 years ago.he is keep on telling that those photos and videos are lost,it will take time to recovery.But now after 2 years he is telling it is unable to recover them.i can't give you.we have paid 70 percent money already.Now he is not attending my calls or messages what should I do?
Do not waste time by asking him. A lodge a complaint with local police. If photos and videos not available with him then you can get your money back. If not not getting money they you approach Consumer court along with this complaint as proof . It will help you to establish the contract between Photographer and you.

File a criminal case against him immediately for cheating and fraud. If police is not taking the complaint, file private complaint.

Send a notice to the person demanding the amount and threaten him with legal action if he fails to pay. This may help.
