Procedure to file PIL against the college for monopoly system

I want to file a public interest litigation against the government run universities which enjoys monopoly. As a matter of fact monopoly is not beneficial to consumers and in this case for students. It is also detrimental to economy in the long run. I am unable to understand to whom should I approach? Supreme Court or Competition Comission of India? I have limited financial resources but would like to fight for social cause.
