Procedure to appeal in the consumer court

We got a fine of rs 1 lac from the consumer court in margao ... N advocate has messed d case with no statement. .so if we need to reappeal the case do v need to pay sum of 50000 to d court? ? Total property is 936sq mt out of whch 200 sqmt i built a bungalow by taking declartion sayg dat i hv built bungalow of ma own expenses..only thing i have no clear title for our 200 mt plot . . people of d building are asking me to give sale deed for their flat ..since im not cooperating dey have taken me to consumer court , since i want a clear title for ma plot. Plot is on father in law name.. But father in law expired... Building got completed and dey have got occupancy but not sale deed ... Wat should i do t remove d fine? N if i want to reappeal do i need to pay half of d fine to d consumer court???? Plz help me

As according to Section 15, of Consumer Protection Act, 1986, No appeal by a person, who is required to pay any amount in terms of an order of the District Forum, shall be entertained by the State Commission unless the appellant has deposited in the prescribed manner fifty per cent. of that amount or twenty-five thousand rupees, whichever is less. though, to appeal against the decision of the District Forum, Any person aggrieved by an order made by the District Forum may prefer an appeal against such order to the State Commission within a period of thirty days from the date of the order, in such form and manner as may be prescribed.
