Poor services through online booking site can take action

I want to claim refund for apartment booked and not ready for check in by booking.com in Italy. I booked an apartment through www.booking.com, booking for done I maid the payment but when I went there it was not for apartment people told they will refund the amount but still no refund has been received.

YOu may be able to seek compensation, for deficiency in services, in the event you made booking from india, and online booking site has an office in india. You may file complaint before concerned District consumer forum.

You have not provided full details about your problem. It seems that you booked some apartment in Italy and the booking was done in India, online through www.booking.com. When did you book the apartment? When you visited the site and by what time the builder or construction compnany told you to refund? What kind of documents you have regarding the said apartment? Please send details.

Unfortunately you will not be able to take any action against the company behind www.booking.com in India since the terms and conditions of the website specify that any dispute would be handled as per the Dutch Laws.
