Paid the service fees to agency to study abroad, now I'm stuck

I want to go abroad, I contacted one agency. My first and main issue was my budget. I told them ALL the expenses should be between 15-18lakhs for the whole course(Living+tuition fees, every single expense). They said okay, suggested Paris and Canada. Then I paid the service fees(so that they could proceed with the shortlisting of colleges). The fees is non-refundable. Now, I contacted them again, to confirm about the expenses of the colleges they suggested. Now they are saying "As discussed, it is within 15-18 lakhs PER ANNUM". The course I am looking forward to is for 2years. Double the amount I was expecting. Now I am stuck. I have no idea what to do. Also, the service fees is for 1year only. And I have no proof against them. I feel cheated, I am sure there was no miscommunication earlier. please help. Thanks!
