Paid for services online but now not refunding the money. What to do

I paid online Delhi Rs 15099 on 25th Jan 2017 and straight away i told them i don't want your services. Their employees insist me to pay this money even when i told them i don't have money in my account they said go for monthly EMI and you can stop whenever u like. When i call the bank they said we can't do anything u need to contact that company. First they said we haven't received the money and after 50 days i got message your services has been activated. Why they took 50 days and money also went in to Education CC Avenue. When i contact Education CC Avenue they said you can complaint to cyber crime all big fraud by online platform and Education CCAvenue mumbai.
Yes you can proceed with the same if you do not have any track of the company to which you aid the amount. Also, if you are in contact with the company and you know the whereabouts of the same then you can send a legal notice claiming repayment of the said amount along with the compensation. If the company denies/ignores the notice then you can file a complaint in the consumer forum if the said company falls under the definition of company under Consumer Protection Act. If not then you can file a complaint in the nearest police station or cyber cell in Delhi.
