Paid amount for the flat but received possession yet

Hi, I have recently booked a flat in Hyderabad and already paid the amount for the flat. I was charged based on the super built up area. I haven't yet received the possesion of the flat. With the Real Esate bill being passed am i eligible to ask for a refund as i need to pay only based on the carpet area now.
Since it is a Bill it does not have any legal sanctity. Only Legislatures, i.e. Bills passed by the Parliament become laws and can be enacted. Thus you shall be entitled to pay on the Super Built up Area.
