Need information regarding maintenance charges of villa.

maine ek viia jo ki 152 sqyard ka hai , ek builder se kharida hai. Builder colony ko 3 phase me bana raha h. 1st phase sabhi suvidhao ke complete ho gaya hai. 2nd phase final stage me hai, lekin park abhi tak nahi complete kiya hai. 3rd phase me abhi construction chal raha hai. Mera villa 2nd phase me hai. Maine registy kara kar 2 feb 2017 se villa occupy kar liya hai. Phase 2 me park ki facility ko chhod kar sabhi suvidha mil rahi hai. Builder 1st phase se pahle se hi maintenance @ 600 per house le raha hai. Ab wo 2nd phase walo se yani hamse bhi maintenance charge mang raha hai, jabki builder ne abhi tak park bana kar nahi diya hai. kripya bataye ki builder ka 2nd phase walon se maintenance charge mangna legally sahi hai ya nahi.
