Mentally harassed by dean to pay for fest.What action can I take?

I am mentally harressed by Dean of our university.Let me explain the situation.I am a poor student.My parents are making money with hard work.Soo university is having fest this week.Soo we have to pay the money 500 rs.I know this money may be smaller for some people but for me its hard earned.Soo i don't want to attend the parties and waste the money.Soo i just explained my family conditions but he replied soo rudely and told me that you have to give the money with double amount.And its a mental harrsement as the money is not the concern.The concern is behaviour.Pls suggest me where to go.Can i go to police or Is there any community which handles this kind of cases.Because in college there is no one to help me.Please reply soon.

You can write an application mentioning the facts in issue and all the allegation to the vice chancellor or chancellor himself if there is no action on behalf of the administration then, you can lodge a complaint in the nearest police station for the same.
