IELTS still not declared delay by the institute what to do.

On 22 October, I appeared for IELTS exam, which is an English pro efficiency test necessary to give for international universities. The result was supposed to come on 3 November instead I got an email saying that my result is delayed as the institution,British Coulcil, pulls out few results randomly for quality check. The email said that I will get update on my result in one week. But that did not happen. Every time I ask customer care they say wait for a week. This has led to failure in applying to universities and harm to my career. While applying for the exam, the application form compulsates this clause that result could be delayed. The British Council is using that as a leverage. If my result doesn't come in a month I cannot apply to any university and it will waste of my semester. Or I will have to pay 11,000 entrance fees, give exam again and hope that my results come out soon. Please advice me.
