I canceled a bus ticket and did not get the refund, please advise

i booked an online ticket to lucknow on the official website of the upsrtc but the bus was cancelled without assigning any valid reason.i filed a RTI asking the functionality of the bus that month and found the reply that the the permit of the bus was cancelled days before i booked it.no refund is paid so far.i had booked the ticket for 4 persons including my father and aunt whom i was taking to sgpgi hospital lucknow and who were critically ill. i had to cancel their appointment cause i couldn't reach in time. i want to assess the amount which i can claim in the consumer court and want to know can i file a criminal case against the upsrtc for issuing a booking without having the permit of the concerned bus.
