How tofile case against PMC for not supplying water even after payment

Want to file a case against the builder and PMC for not providing water even as I end up paying huge sums towards tanker water. There has been a precedent in Brahma society case.
yes you can go to consumer court as well as civil court as the water is the basic nessacity and you u can proceed against the builder for defeicency in service and you can also co-relate with the terms and condition of the Agreement executed by you with the developer.
