How to secure a case filling at consumer courts

I am representing my case at district forums by myself, I am not getting justice. I cannot hire a lawyer or get a lawyer; even Rs 500 is a lot of money for me and I suffer from various health issues. 2.5 years passed opposite party's lawyer either does not come or ask for more time. I have been punctual; I have not missed a single date. forum has overlooked CP act. I submitted multiple NCDRC and Supreme Court Judgement regarding Time Limit and even after that forum is favoring lawyer and allowing and more time. Even after 2.5 years even written statement is not filed. I requested many times either give expatriate and give exparte order or the basis of evidence or Dismiss my case altogether. What can be done if forum is Not following CP act, Supreme Court's Judgement and NCDRC and acting arbitrarily or showing favoritism to the lawyer.
