How to initiate a suit for recovery of money

About 18 months back, we engaged an interior consultant to do an integrated plumbing, electrical, wood work for our food counter in a mall. Only some initial work was done, and there was consistent delay in work. Thereafter, we engaged another consultant and got the work done. We paid Rs. 250000/- as advance to the interior consultant, out of which they refunded Rs. 100000/- and for balance amount informed that they would submit bill for work done and refund balance. On multiple follow ups also, no progress and there is no intent from there end. We want to claim full 150000 as refund along with interest and penalty for harassment. Kindly advise.
