How to get fee refund from college

Sir I have one evidence of the fee receipt regarding my clg, i am allotted 3 no. Clg but they deposit my fee in no. 1 clg and make fraud. And mixing of faculty in another clg, the clg is also far away from my destination. When i go to clg for requesting regarding my fee they said badly that you are not come on time and our seat is vacant for 4 yrs and said that yu have to give more fee of next sem because it is order of high court. And i am also have booklet of clg regarding mixing of faculty. So what i do now plz tell some of pt which can help me in this case.
