Your sister comes under the category of ' financial creditors from home buyers' and may fill the newly introduced Form-F, which has been added very recently by the insolvency and bankruptcy board of India.

first of all, you have to check your agreement... basically in a agreement there so many clauses are given, and in that agreement, the builder have the given the provisions regarding the compensation of your claim.

Dear Concerned Kindly fill in the form F and the Affidavit and send it to the IRP at the address detailed in the form. This is a mandatory process for all those having flats under the Jaypee Infratech Limited . The filled form and the affidavit can also be sent over email and has to be sent on or before 24th August.
