How to file complain against the Builder under RERA Act in Bangalore

We have the Apartment Allotment letter, MOU, Sale Agreement and Construction Agreement. The Builder has progressed the construction of the Apartment up to around 75%. Not completing the construction. Schedule date of delivery of Apartment already over. Stopped construction. Not willing to register as ongoing project under RERA Act in Bangalore. Not willing to hand over or register the the apartments to Allottees. Can we get the relief to register the apartment in our name from Regulatory Authority under RERA Act. If so, please advise.

Your builder has just escaped the need to register under RERA as Karnataka Government has exempted those who have completed 60 per cent and above of their project from application of the Act. But you have remedy under other Laws, and can force him to complete.
