How to compel Builder to complete the project

Builder has not completed many work that he promised to do. He assured that borrwell water will last for at least 5 years but it becomes out of order in 1 year. What is the procedure to make him compel to do pending work?

Sir its builder duties to completed the work on the time as per t&c of the agreements but in ur csae builders have failed so file complete before appropriate consumer forum or commissione for compels builders to complete work, as well as compensation
