How to claim for refund in cancelled booking of purchased flat

4 yrs ago i booked a flat in pre launch state but that builder not constructing 50 % ammount paid at a time by cheque. Before one yrs i cancelled then also not returning my paid money what to do now plz reply
You can file a consumer complaint against him in the Appropriate Forum for the delay in delivery in possession and deficiency in service.
It is advised that you send him a legal notice demanding a refund of money along with interest. In case he fails to pay within a month, file a consumer complaint under the Consumer Protection Act.
