Found cockroach in a branded biscuit Can I complain in consumer court

Hi team, i was having biscuit which contains cockroach punched in it, the product is scary and is dangerous for health. please confirm if I need to claim in consumer court or govt health & quality department.
In this issue you have both option. First make a Complaint with the government health and then move to consumer Complaint where as a proof you can place your Complaint that you had made to health department.
