Empty box delivered on online shopping police refuse to file complaint

ordered a gold chain online and husband received a courier from the courier company ,found an empty box inside package and box, informed the retailer over call, Retailer asked us to lodge an FIR so they can issue a refund of the payment (through loss/theft in transit insurance) But police refused to register complaint and asking to reach out to consumer court. What should I do now? Thanks in advance
You also issue legal notice to the online shopee from where you have purchased, claiming compensation and refund of money for not rendering the better service within given time by you. If they respond then no problem if not file a consumer case. It is fit case for consumer forum
